Philip Rowe, C.E.T., EP
Senior Vice PresidentMy Role and Responsibilities
My name is Philip, a Senior Vice President with Burnside with over 30 years of experience in the civil and environmental engineering fields. My position includes leadership roles for the Marketing and Proposals Team, the Environmental Planning and Assessment Team and our International business markets. As a seasoned consultant, I have held executive and senior positions at both private and publicly owned engineering consulting firms, positions which required the sound management of engineering, environmental, and development teams of professionals, scientists, and technologists to execute the delivery of quality engineering and planning projects.
Prior to joining Burnside, I worked in the public sector for many years, including at the City of Markham, Metropolitan Toronto, and the Regional Municipality of Peel. As a Section Leader at the Region of Peel, I managed the team delivering Class Environmental Assessment (EA) studies at a key growth period for the Region, played a key role in the annual development of the Region’s capital budget, led infrastructure improvement projects, and developed a Regional Road and Bridge Asset Management program. This experience of the inner workings within a municipality has provided me with a solid understanding of what is required to manage complex, multi-departmental, municipal infrastructure projects.
In addition to my overall municipal management experience, I am a leader in the delivery and implementation of Municipal Class EA and servicing masterplans, having spent over half of my career conducting or managing Class EA projects. I have participated with municipal review teams, providing reviews of and revisions to the Ontario Municipal Class EA manual, and I have been involved with some of the most challenging, complex, and award-winning Class EAs across the GTA.
I am well attuned to the financial planning and delivery pressures associated with public sector infrastructure projects, and I have found financial solutions to reduce costs while meeting the required municipal standards and requirements.
My Interests and Hobbies
When I am not at the office, I enjoy spending quality time with my three daughters, playing, coaching and refereeing basketball, and spending some quiet time on the water fishing with friends.
