Project Story

The Township of Southwold’s Public Works Department operates out of one primary location in Fingal, Ontario. To meet Township growth needs, upgrades were required at this location to safely and efficiently maintain Township roads. However, as the location is the sole Operations site within the Township, it was imperative that the site remain functional throughout construction.

The primary objective of the project for which Burnside was retained was to provide a larger, more modern Operations Centre to support the needs of the Township’s Public Works and Water departments, while also addressing a number of site safety considerations. With the main Municipal Office Building on the same site, concerns for public safety, staff safety and site maneuverability were paramount. There was also a need to consider a future addition to this building in the planning for the new Public Works space.

Burnside worked alongside the Township staff, reviewing several options including different building additions, new building layouts and configurations, as well as various construction phasing layouts to meet the Township’s objectives. The final solution included:

  • A new, standalone facility housing eight vehicle storage bays arranged as four pairs of back-to-back drive through bays;
  • A maintenance bay complete with below-grade pit and waste oil system
  • A dedicated wash bay with second story catwalk for access to the tops of vehicles;
  • A separate vehicle bay with storage mezzanine for the Water team;
  • Fire-rated oil storage room;
  • Sign storage; and
  • A new office area containing lockers, washrooms, office space and large, multi-use board room/training room.

Upgrades to the site included:

  • A new, dedicated access off Union Road allowing Public Works vehicles to navigate the site using different travel paths than pedestrian vehicles;
  • A new onsite wastewater system to service the office and wash bays;
  • A new stormwater management system;
  • A new fuel station; and
  • A back-up generator.

Burnside assisted the Township through the preliminary design, detailed design of all site planning, grading and servicing design and fulfilled the role of Owner’s Engineer through the design-build tender and construction.
