The County of Huron retained Burnside to help with a complete redevelopment of their Wingham Patrol Yard, as the aging site infrastructure no longer met the needs of the County and represented a significant cost to maintain. Burnside worked alongside the County as the Prime Consultant through a six-year process from initial site surveying and preliminary site layouts through to the successful completion of a two-phase, multi-million dollar project to completely redevelop and upgrade the site.
As part of the redevelopment, the County needed to address key site challenges such as:
- Insufficient road salt/sand storage;
- Restrictive vehicle storage and maintenance given the building is too small for modern road maintenance vehicles;
- Lack of office space; and
- Inefficient use of the space on-site.
In addition to these functional challenges, there were known areas of soil contamination from previous site usages. Furthermore, there was a need to upgrade site servicing and stormwater management to ensure the long-term functionality and sustainability of the site.
As Prime Consultant, Burnside worked closely with County staff through every step of the process, from initial preliminary designs through to detailed design, site plan approval, permitting, tendering, and contract administration. Our in-house team of professionals included over 30 staff members across 10 different disciplines working together via a single point of contact to address the various needs of the project.
The redevelopment provided the County with the following important assets to support the long-term needs of the facility:
- A new site plan that prioritized vehicle movement and accessibility;
- A new stormwater management system with a controlled outlet to the adjacent municipal drain;
- Increased servicing to support the redevelopment;
- A new salt/sand storage facility to store 9,000 tonnes of sand with separate storage areas for 1,250 tonnes each of white salt and treated salt;
- Brine storage to allow for efficient operations and secondary containment of any spills;
- A new Operations Centre featuring six vehicle storage bays, a maintenance bay, bridge shop, sign shop, and a new office area.
